A review of arrival slips, corridor closure notices and the clinic rota finds a gap between the total in the public summary and the conditions recorded at the health room below Blackslag Row. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: the nearest lift closes during a routine tool check.
The arrival slips, corridor closure notices and the clinic rota lists 98 clinic arrivals with a route open at the recorded time; the previous window lists 98. Nazza Wire checked both against public notices checked against the copies households actually received. The source was checked against a second copy held by Asha Flint. No dated correction to either copy was present when the comparison closed.
The route office records planned closures. Patients say the lift check is often moved after the board is posted. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.
This report supports a narrower finding: the count is repeatable, but it is not enough to decide whether the posted clinic route remains usable when the nearest lift is checked.
Anew work docket opens with a named machine, shift and measure. The Year first, cinder winter window 1 file remains open for its scheduled decision. The clinic and lift crew will share a dated closure notice before each check.
