A review of signed minutes, contract amendments and the public change log finds a gap between the total in the public summary and the conditions recorded at the public board outside Cinder Hall. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: a machine lease changed after the vote but before the posted copy was replaced.

The signed minutes, contract amendments and the public change log lists 39 amendments posted before a new shift begins; the previous window lists 33. Orrik Smelt checked both against contract clauses set beside paid invoices and the work completed. The source was checked against a second copy held by Rik Varn. No dated correction to either copy was present when the comparison closed.

The commission says the signed amendment is authoritative. Crew delegates say a rule not posted at shift start is not usable notice. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.

This report supports a narrower finding: the count is repeatable, but it is not enough to decide how workers can see a contract change before operating under it.

The clerk attaches the contract copy and the crew’s original handoff card. The Year fourth, smelt run window 2 file remains open for its scheduled decision. The commission will time-stamp the vote copy and the board copy separately.
