A review of shift totals, inspection cards and payroll adjustment slips finds a gap between the total in the public summary and the conditions recorded at the handoff room at Cinder Works. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: the safety card is completed before the payroll clock begins.
The shift totals, inspection cards and payroll adjustment slips lists 87 inspection minutes included in paid time; the previous window lists 82. Vek Cinder checked both against meter readings checked against a dated shift and operating condition. The source was checked against a second copy held by Dara Flint. No dated correction to either copy was present when the comparison closed.
The mill counts production hours. Workers say a required safety check is still work even when it precedes the first charge. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.
This report supports a narrower finding: the count is repeatable, but it is not enough to decide whether required inspection work belongs inside the paid shift.
Atime-limited trial begins under a dated card visible to the crew. The Year second, cooling weeks window 3 file remains open for its scheduled decision. The board will compare card times with payroll start marks for one trial period.
