A review of rent notices, repair claims and tenant copy receipts finds a gap between the total in the public summary and the conditions recorded at the rent desk at New Ember Hall. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: an approved roof credit appears in the hall register but not on some tenant slips.
The rent notices, repair claims and tenant copy receipts lists 21 notices with a repair credit shown on both copies; the previous window lists 23. Vek Cinder checked both against meter readings checked against a dated shift and operating condition. The source was checked against a second copy held by Tikka Marr. No dated correction to either copy was present when the comparison closed.
The hall says the register controls the amount. Tenants say a credit they cannot see cannot be checked before payment. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.
This report supports a narrower finding: the count is repeatable, but it is not enough to decide how a household disputes a rent notice when a repair credit is missing from its copy.
The office posts the change and records its first operating measure. The responsible office has begun the follow-up set by the board, which retained the existing rule and published the operating record.
